Invitation to Tender: Bucks Culture Evaluation & Sector Impact Report

Bucks Culture is seeking an experienced evaluator to deliver an independent evaluation of our first five years, celebrating impact, capturing learning, and shaping our future direction.
As the strategic cultural development organisation for Buckinghamshire, Bucks Culture supports cultural organisations, practitioners and partners across the county. This commission offers an opportunity to work at the heart of a thriving local cultural ecosystem and to produce a report that will be shared with funders, partners, trustees and the wider sector.
About the Commission

We are looking for an evaluator to:

-Assess Bucks Culture’s impact over its first five years
-Review progress against strategic aims and priorities
-Analyse the effectiveness of our sector support work
-Capture achievements, challenges and learning
-Produce clear, evidence-based recommendations for the future

A core element of the work will be the development of 3-5 high-quality case studies showcasing Bucks Culture’s enabling role across the Buckinghamshire cultural sector.

Scope of Work Includes

-Organisational and strategic review
-Stakeholder engagement (interviews and/or surveys)
-Impact and outcomes analysis
-Case study development
-Strategic recommendations

We welcome creative and proportionate mixed-methods approaches aligned with the brief.

Outputs

The evaluator will produce a final written report including an executive summary, key findings, case studies, conclusions and recommendations. Case studies will also be provided as standalone outputs for wider use.

Budget

-£3,000-£5,000 (inclusive of fees, expenses and VAT)
-An additional £1,500 is available for evaluation and case study development for our Creative Catalyst programme (delivery: May 2027).
